TORONTO – The Toronto Region Board of Trade is calling on the provincial government to implement a framework that will increase housing density and options across Ontario.

In a report released Tuesday, the chamber of commerce proposes a provincial framework that eliminates exclusionary zoning policies that ban various types of ‘missing’ buildings such as triplexes and small apartment buildings in residential neighborhoods across the province. .

This comes two days before the provincial government holds a housing summit with Municipal Affairs Minister Steve Clark and the mayors and regional presidents of major Ontario cities.

The framework describes an approach that eliminates exclusionary zoning, supported by additional policies such as aligning development charges for a four-unit building with development charges for a detached single-family home.

It calls on the provincial government to set standards to allow at least four units in a building in all residential areas as well as a higher baseline for properties located near transit stations, and ensure that municipalities do not use other tools to avoid missing the middle housing units to be built.

The report notes that the framework would apply to all medium-sized municipalities of 30,000 or more inhabitants and to large municipalities of 100,000 or more inhabitants.

Craig Ruttan, director of housing policy for the Toronto Region Board of Trade, said the Toronto Region Board of Trade recognizes that the housing crisis “cannot be solved by one municipality,” which is why the chamber de commerce decided to propose a provincial framework.

“I mean, especially last year, communities that had house prices stable for decades started to see rapid jumps, to the point where you are in Tillsonburg, Timmins or Toronto, the affordability of the housing is a real concern, ”he said.

“And so the solutions and tools to help deal with it should be available, in our opinion, across the province. ”

However, the Toronto Region Board of Trade is also asking municipalities to do their part to increase housing density and options across Ontario.

Namely, Ruttan said municipalities should streamline and speed up their review and approval of housing projects, but also help prevent existing multi-unit, triplex and quadruple buildings from being converted into large single-family homes through the implementation of a tariff structure.

Ruttan said eliminating exclusionary zoning policies has many benefits, beyond housing affordability.

These include populating neighborhoods to make more efficient use of existing infrastructure such as new public transport projects and schools, boosting local businesses, reducing carbon emissions by making better use of energy. existing space and tackle systemic racism by giving communities that were historically excluded from certain neighborhoods a way in, he noted.

“This is therefore an important step to help address this historic and continuing evil and build more inclusive and diverse communities,” Ruttan added.
